najpre da Vam se kao gradjanin Srbije i kao novinar zahvalim što je Vaš prioritet, kao visoke predstavnice EU za spoljnu politiku i bezbednost, upravo Zapadni Balkan, odmah nakon pitanja evropske bezbednosti i odbrane.
Motivi ovog otvorenog pisma nisu ni politički, ni ideološki, već ljudski i gradjanski.
Imajući u vidu činjenice da je Rezolucija UN 1244 još uvek važeća, da 5 država - punopravnih članica EU nisu priznale nezavisnost Kosova (Grčka, Rumunija, Slovačka, Španija i Kipar) i da aktuelni režimi Hašima Tačija i Aleksandra Vučića zbog nedemokratičnosti i korumpiranosti nisu u stanju da postignu nikakav dogovor, nameće se predlog za razumno rešenje komplikovanih odnosa Beograda i Prištine:
Tek kada sve države Zapadnog Balkana postanu članice Evropske unije biće moguć OTVOREN I DEMOKRATSKI dijalog izmedju Beograda i Prištine, koji će rezultirati istorijskim dogovorom i pravno obavezujućim sporazumom.
Drugim rečima, narednih 10 godina, do 2028, kosovsko pitanje bilo bi PRIVREMENO stavljeno u fioku radnog/okruglog stola, dok bi na tom istom stolu bila važnija i presudnija pitanja za stanovništvo čitavog Zapadnog Balkana: reforme društava, država i ekonomija, koje će omogućiti punopravno članstvo u Evropskoj uniji najkasnije do 2028.
Ovaj istorijski tajm aut u trajanju od 10 godina razumni i civilizovani deo srpskog društva mora iskoristiti ne samo za finiširanje neodložnih reformi, definisanih sa 35 poglavlja u pregovorima za pristupanje Evropskoj uniji, nego i za normalizaciju odnosa i za pomirenje sa svim narodima ex Jugoslavije, a pre svega sa gradjanstvom albanskog, bošnjačkog i hrvatskog porekla.
Predlogom da se rešenje kosovskog pitanja odloži za 10 godina, kada će okolnosti biti povoljnije i u ekonomskom i u socijalnom smislu, sa drugačijim političarima od aktuelnih, sa NATO paktom kao garancijom mira i Evropskom unijom kao političkim, ekonomskim, kulturnim, civilizacijskim... okvirom za poštovanje i primenu ljudskih prava i sloboda, izbegava se dalja blokada neophodnih reformi u državama Zapadnog Balkana, onemogućava demagoško zaklanjanje dva nedemokratska režima iza kosovskog pitanja i glavna, odlučujuća reč se prepušta Evropskoj uniji, koja će ovim predlogom ne samo izbeći dalja unutrašnja sukobljavanja oko (ne)priznavanja nezavisnosti Kosova, nego i dodatno biti motivisana da što više pomogne u neophodnim reformama i pripremama svih država Zapadnog Balkana za punopravno EU članstvo.
Tokom proteklih godina sve veći broj mladih ljudi odlazi i sa Kosova i iz Srbije u razvijene zemlje EU, jer su NEZAPOSLENI. Zato što ne vide nikakvu perspektivu. Zato što im je dosta staromodnih tema poput prošlosti, mitova, granica...
U ovom Otvorenom pismu želim da navedem primer Grčke, koja je punih 8 godina bila bez finansijskog suvereniteta zbog ogromnih dugova. Bila je nadzirana od strane EU. Na sreću, od ovog avgusta 2018. više nije tako.
Slično predlažem i za rasplitanje kosovskog čvora: narednih 10 godina velika pomoć Evropske unije za krupne reforme i u Srbiji i na Kosovu, u cilju ispunjavanja uslova iz 35 pristupnih poglavlja za punopravno EU članstvo.
U slučaju Grčke to je bilo 8 godina i pokazalo se uspešnim uz veliku pomoć EU (60 milijardi evra). Zašto to isto ne uraditi i u slučaju Srbije i Kosova tokom narednih 10 godina?
Grčkoj je ta pomoć bila potrebna zbog pretnje bankrotstva, sa svim razornim ekonomskim i socijalnim posledicama po gradjanstvo te zemlje.
I Srbiji preti opasnost bankrotstva, ali ne finansijskog, već političkog i državnog, sa svim razornim ekonomskim i socijalnim posledicama po gradjanstvo te zemlje.
EU pomoć i grejs period od 10 godina za rešenje kosovskog pitanja je razuman i nužan potez. Civilizovan ustupak sličan kao i Grčkoj!
Pa tek kada sve države Zapadnog Balkana budu u sastavu EU, onda krenuti sa rešavanjem kosovskog pitanja. Dakle, predlažem promenu redosleda političkih poteza: najpre prijem svih država Zapadnog Balkana u EU, a potom rešavanje odnosa Beograda i Prištine.
Na kraju ovog Otvorenog pisma želim da citiram izjavu ministra inostranih poslova BJR Makedonije Nikole Dimitrova, koji je nedavno rekao "Gardijanu" da je jedina "održiva vizija stabilnog Balkana ona u kojoj granice nisu bitne - region prijateljskih zemalja koje su članice EU".

Dear Mrs. Mogherini,
First of all, as a citizen of Serbia and as a journalist, I thank you for your priority as EU High Representative for Foreign Affairs and Security, just the Western Balkans, immediately after the issue of European security and defense.
The motives of this open letter are neither political nor ideological, but human and civic.
Bearing in mind the fact that UN Resolution 1244 is still valid, five states - full members of the EU have not recognized the independence of Kosovo (Greece, Romania, Slovakia, Spain and Cyprus) and that the current regimes of Hashim Thaci and Aleksandar Vucic for undemocratic and corruption are not in order to reach any agreement, a proposal for a reasonable solution to the complicated relations between Belgrade and Pristina is imposed:
Only when all the countries of the Western Balkans become members of the European Union it will be possible OPEN and DEMOCRATIC dialogue between Belgrade and Pristina, which will result in a historic agreement and a legally binding agreement.
In other words, for the next 10 years, by 2028, the Kosovo issue would be TEMPORARY placed in the drawer of the working / round table, while at that same table the issues of the population of the entire Western Balkans would be more important: reforms of societies, states and economies, which would enable full membership in the European Union no later than 2028.
This historic TIME-OUT for 10 years, a reasonable and civilized part of the Serbian society must use not only to finalize the immediate reforms defined in the 35 chapters in the accession negotiations with the European Union, but also to normalize relations and reconcile with all the ex-Yugoslavia nations, primarily with the citizenship of the Albanian, Bosnian and Croatian origins.
With the proposal to postpone the solution of the Kosovo issue for 10 years, when the circumstances will be more favorable both in economic and social terms, with different politicians from the current, with the NATO pact as a guarantee of peace and the European Union as a political, economic, cultural, civilization... framework for respect and implementation of human rights and freedoms, avoiding further blocking of the necessary reforms in the Western Balkan countries, prevents the demagogic shielding of the two undemocratic regimes behind the Kosovo issue, and the main, decisive word is left to the European Union, which will not only avoid further internal clashes around non-recognition of Kosovo's independence, but also to be further motivated to help more in the necessary reforms and preparations of all Western Balkan countries for full EU membership.
Over the past years, an increasing number of young people have gone from Kosovo and from Serbia to developed EU countries because they are UNEMPLOYED. Because they do not see any perspective. Because they are sick of old-fashioned themes like past, myths, boundaries ...
In this Open Letter, I want to give an example of Greece, which for eight years was without financial sovereignty due to huge debts. Greece was controlled by the EU. Fortunately, since this August 2018, it's no longer the case.
Similarly, I propose to unravel the Kosovo node: the next 10 years will be time for great help from the European Union for major reforms both in Serbia and Kosovo, in order to fulfill the conditions from the 35 accession chapters for full EU membership. In the case of Greece, this was 8 years and it was successful with the EU help (60 billion euros). Why not do the same in the case of Serbia and Kosovo over the next 10 years?
Greece needed this help because of the threat of bankruptcy, with all the devastating economic and social consequences for the citizenship of that country. And Serbia is threatened by bankruptcy, but not financial, than political and state, with all the devastating economic and social consequences for the citizenship of that country. EU assistance and a grace period of 10 years for resolving the Kosovo issue is a reasonable and necessary move. Civilized compromise is similar to Greece!
Only when all the countries of the Western Balkans are part of the EU, then start with resolving the Kosovo issue. So, I propose a change in the order of political moves: first of all, the admittance of all the Western Balkan countries to the EU, and then the resolution of the relations between Belgrade and Pristina.
At the end of this Open Letter, I would like to quote the statement of the Foreign Minister of the FYR Macedonia, Nikola Dimitrov, who recently told to "Guardian" that the only "sustainable vision of a stable Balkans is the one in which the borders are not important - the region of friendly countries that are members of the EU".
